Ofsted Readiness is a practical support offer for Children’s Services preparing for ILACS inspections, monitoring visits and focused visits.

Summary

Informed by Birmingham Children’s Trust’s direct experience of multiple inspection cycles both within Birmingham and with other local authorities, this offer helps local authorities strengthen inspection readiness through clearer evidence, stronger systems and more confident self-evaluation.

The focus is on reducing the risk of poor inspection judgements and ensuring Ofsted sees the best available evidence.

Inspection infrastructure

Inspection outcomes can be influenced by the quality and consistency of underlying systems. We support local authorities to strengthen the infrastructure that sits behind inspection, including Annex A data, document submission, audit quality and supporting evidence.

This work ensures submissions are accurate, timely, aligned with Ofsted requirements and present the strongest available evidence, helping prevent errors that can undermine inspection outcomes.

Practice and workforce readiness

We support leaders, managers and practitioners to prepare for inspection activity by reviewing how practice is evidenced and understood across the service. This includes mentoring and training, structured preparation and targeted review of recording, decision-making and application of practice standards.

The aim is to ensure consistency between what staff do, what is recorded and what is presented during inspection, while also building staff confidence when speaking with inspectors.

How we support local authorities

Inspection evidence and submissions

Our focus is on helping services present a coherent and well triangulated account, that reflects what is happening in practice.

We support local authorities to review and strengthen Annex A data; to document submissions that align with what has been asked for and audit material to ensure the information provided to Ofsted is accurate, consistent and well supported. 

Self-evaluation and assurance

We support leaders to develop, review and challenge self-evaluation so it reflects the service honestly and is evidence-led.

This includes testing whether identified strengths and areas of development are clearly evidenced in audits, casework and development / improvement plans.

Inspection preparation

We help leaders, managers and practitioners test their readiness ahead of inspection by exploring how confidently staff can describe practice and the difference they are making for children; how well systems support them and where gaps or inconsistencies may sit.

The aim is to identify risks early and address them with confidence.  

Targeted review and external challenge

Where helpful, we carry out focused reviews of priority service areas, including sampling and discussions with staff, to provide constructive external challenge.

Findings are shared with practical recommendations to support improvement and inspection readiness.  

Support during inspection

We provide flexible, responsive support during inspection, as inspection lines of enquiry emerge. This could include reviewing evidence, advising on responses and helping  coordinate activity across the service.
